You should definitely work with a fineline artist that has a very steady hand. Go with a design that is at least the size of a quarter. Your skin will strech over time and a teeny tiny tattoo would be just a blur.
Unlike large tattoos which can take hours, a small one can be done in 15 minutes on your lunch break.
Smaller tattoos up to an inch should cost around $50 to $100 dollars. You should also tip your artist around $30. Larger tattoos are more expensive and require bigger tips as well. Small tattoos will rule them all!
